Modellers Without Borders
Library Team Charter
(Draft)

Overview and Accountability.

  • The purpose of this team to design, test, and implement a Library of scale modeling content accessible through the MWB website. The value proposition for this Library is based on the ability of the Library to reduce the modeler’s search time to find pertinent, reliable information for skill improvement.
  • This team is chartered by the MWB Executive Board and is accountable to that body.
  • The success of this team will be evaluated by member feedback once the tools and agreed-upon content are in place.

    Deliverables.
  • The Library will include the features listed below as a minimum:

o Accessible via the MWB website and usable through the MWB-selected IT toolset.
o Searchable, such that content can be easily found regardless of subject or genre.
o Content that has been curated to provide acceptable instructional information
and presentation quality. The curation process will use a well-defined protocol

to determine what is included in the Library. Content will be denoted by skill-
level and some form of cost evaluation will be noted.

– Priority will be given to widely useable construction and finishing technique
content to aid subscriber skill improvement. These education modules should
support modelers working on the most popular 5-7 subjects of the specified
genre.

– English shall be the working language for the content in this demonstration
project. Consideration for future content in other languages shall be
appropriately given in anticipation of the next phase of the Library’s growth.

– The Library will have a dictionary of modeling terms available to the subscribers.

– A database search tool and protocol will be used for a fast, user-friendly
interface.

  • Appropriate documentation and training materials to sustain the process and tools.
  • A recommendation for any contracted support and maintenance as needed.
  • Updated job descriptions for the MWB Librarian and Curators to support the Library.
  • Nominations for additional Curators for further population of the Library.
    Timing and Implementation.
  • The preliminary design and testing of the curation process and the prototype search tool will be done in 2026. For demonstration purposes, the content for the prototype will focus on painting and weathering techniques for military vehicles, given that this content has multiple applications, and the team is familiar with this subject matter.
  • Once the prototype is deemed acceptable, the team will proceed to further populate the Library’s content, with emphasis given to those techniques and the subject-specific.

information related to the top 5-7 subjects most frequently modeled in the following genres: aircraft/real space, military vehicles, auto, figures, ships, fictional vehicles, gunpla, and mecha. The target date for the completion of this work the end of 2027.

Scope and Boundary Conditions.

  • The scope of this team’s work includes everything necessary to curate the content and search the Library.
  • The team’s work will need to be coordinated with the MWB team working on the IT tools which support the Library.
  • The team’s work to denote skill levels must complement the MWB judging skill levels and subscriber financial structure. Content will ultimately be available via different levels of MWB subscription.
  • Member input will be garnered with via surveys and focus groups and be timed with key milestones in the project.
  • The best practices of other hobby organizations and other on-line educational libraries will be considered.
  • Any and all spending by this team will be reviewed and approved by the MWB Board member assigned to the team.
  • Any development contracts must be approved by the MWB Board. Progress and spending reports will be provided quarterly by any contracted parties.
  • This team may collaborate with other modeling organizations with regards to
functionality and content identification, but it will not incorporate a certification process other than the skill certification protocol inherent in the MWB judging protocol.

    Team Composition.
  • The MWB Vice President for Education and Outreach will appoint and sponsor the members of this team. He may also lead the team and will choose any replacements or additional members as needed.
